Railways revamp passenger rules for greater flexibility

Indian Railways has rolled out a series of passenger-friendly reforms aimed at improving convenience and transparency.

These updates, to be introduced between April 1 and April 15, 2026, touch on cancellations, Tatkal bookings, boarding flexibility, and travel upgrades.

To begin with, the revised cancellation policy changes refund structures significantly. Passengers cancelling confirmed tickets less than eight hours before departure will receive no refund.

Meanwhile, cancellations made between 24 and 8 hours before departure will return 50% of the fare, subject to minimum charges.


If tickets are cancelled between 72 and 24 hours prior, only 25% of the fare will be refunded.

However, cancellations made more than 72 hours in advance will attract only a flat minimum charge per passenger, ensuring a higher refund.

In addition, counter ticket cancellations are now more flexible. Earlier, passengers had to visit the terminating station.

Now, they can cancel tickets at any station counter. For e-tickets, the process has become even simpler.

The requirement for a Ticket Deposit Receipt has been removed, and refunds will be processed automatically without passenger intervention.

Moreover, the Tatkal booking system has been strengthened to prevent misuse. Aadhaar-based OTP authentication has been introduced for verification.

Booking access is restricted during the first 30 minutes to limit agent interference. Anti-bot systems are also in place, and over 3 crore suspicious IDs have already been deactivated.

Another major change involves train chart preparation timing. Charts will now be prepared 9 to 18 hours before departure, instead of just four hours.

As a result, passengers get more time to arrange alternatives if tickets remain unconfirmed.

Furthermore, flexibility in boarding and upgrades has improved. Passengers can now change their boarding station up to 30 minutes before departure.

This is especially useful in cities with multiple stations. Similarly, travel class upgrades for counter tickets are allowed up to 30 minutes before departure, offering last-minute comfort options.

These changes reflect a shift toward a more passenger-centric railway system, combining technology with practical flexibility.
