Free internet for all: Government considers landmark bill
The Indian government is considering a private member’s bill proposing free internet access for every citizen.
This bill, introduced by CPI(M) member V Sivadasan in December 2023, aims to ensure equal internet access, especially for people in backward and remote regions. The bill asserts that no citizen should pay any fees or charges to access internet facilities.
Recently, Telecom Minister Jyotiraditya Scindia informed the Rajya Sabha secretary-general that the president recommended the bill’s consideration.
For private members’ bills involving government expenditure, the president’s approval through the concerned ministry is necessary.
According to the bill, the government must provide universal internet access.
It emphasizes that citizens from backward and remote areas should receive equal internet access.
This measure aims to bridge the digital divide and expand the constitutional right to freedom of speech and expression.
The bill states that the internet is essential for exercising and enjoying the right to freedom of expression, opinion, and other fundamental human rights.
Therefore, internet access should be free for all citizens. To achieve this, the central government should either provide internet access directly or subsidize the services offered by providers.
Additionally, the bill proposes that the Centre provide funds to the states as grants-in-aid to implement the provisions of the Act.
This financial support would ensure that the necessary infrastructure and services are available to all citizens.
By freeing internet access, the bill aims to foster a more inclusive digital society, enabling everyone to participate fully in the digital age.
It highlights the importance of the internet in today’s world and seeks to make it accessible to all, regardless of geographical or economic barriers.
