E20 Debate Shifts From Engines to Food and Water
India’s ethanol policy is now facing a broader test. The debate has moved beyond vehicle performance to food security, water use and farm economics.
This wider concern has prompted a call for caution over higher ethanol blends.
A recent news column suggests restoring E10 petrol for older two-wheelers and assessing the costs before moving beyond E20.
India achieved its 20% ethanol blending target earlier than planned. The programme has helped reduce crude oil imports and created another market for farm produce.
However, higher blending also demands more feedstock.
That creates a growing food-versus-fuel dilemma. Ethanol production uses sugarcane, maize, rice and other grains.
Maize deserves particular attention because poultry and livestock industries also depend heavily on it.
As ethanol demand rises, distilleries could compete more strongly with food and feed markets.
Farmers may respond by shifting cultivation towards crops with stronger ethanol demand. Consequently, prices and supply across the wider food economy could change.
Sugarcane presents another challenge. Around 3 million tonnes of sugar were reportedly diverted towards ethanol this season.
The government has considered limiting such diversion to improve sugar availability. Yet reducing sugar-based ethanol could increase pressure on maize and other feedstocks.
Water adds another layer to the debate. Ethanol policy must consider not only water used inside distilleries, but also water required to grow their feedstock.
Sugarcane, in particular, can demand substantial irrigation. Therefore, expanding fuel production could intensify pressure on scarce agricultural resources.
The authors also propose E10 for older two-wheelers. They estimate that 75 million to 80 million pre-BS-IV, carburettor-equipped vehicles remain on Indian roads.
Such systems may not adjust properly to ethanol’s higher oxygen content. Older rubber components may also face compatibility concerns.
E10 could provide these owners with a temporary safeguard while affordable retrofits expand. Meanwhile, the authors recommend keeping E20 as the broader policy benchmark.
The larger message is clear. Before considering E27 or E30, India must measure every cost. Energy security matters, but so do food, water and land.
Once farming patterns and industrial capacity change, reversing them may prove difficult.
