Delhi introduces digital ‘Bhu-Aadhaar’ for every land parcel

In a significant administrative reform, Delhi has initiated a digital identification system for all land parcels.

The government, under Chief Minister Rekha Gupta, will assign a 14-digit Unique Land Parcel Identification Number to each property.

This number, known as ‘Bhu-Aadhaar’, aims to streamline land governance and reduce ownership disputes.

Although the Union Government introduced the concept in 2016, Delhi could not adopt it earlier. However, the present administration has revived the plan with urgency.


The IT Branch of the Revenue Department will implement the project. It will work closely with the Survey of India for technical accuracy.

The ULPIN system will digitally map every land parcel using geospatial technology. As a result, property boundaries will become clear and verifiable.

This step will significantly reduce boundary conflicts and fraudulent transactions. Moreover, it will prevent multiple registrations of the same property. Therefore, transparency across departments will improve.

Citizens will benefit from a simplified verification process. Instead of handling multiple ownership documents, they can rely on one unique number.

Consequently, property-related services will become faster and more efficient. The system will also strengthen coordination among government agencies.

To ensure precision, the government is using advanced tools and data. Around 2 terabytes of high-quality geospatial data are being sourced.

Additionally, drone-based Ortho-rectified Images will support accurate mapping. Authorities will generate ULPINs for all areas, including 48 villages already covered under the SVAMITVA scheme.

Earlier, the administration allocated ₹13.207 million for the initiative. The IT Branch is overseeing financial operations.

Meanwhile, the project will expand in phases under a defined Standard Operating Procedure. A pilot project in Tilangpur Kotla village has already produced 274 ULPIN records successfully.

Chief Minister Rekha Gupta stated that the reform supports the Prime Minister’s Digital India vision. She emphasised that modern land records protect property rights and reduce corruption.

Ultimately, ‘Bhu-Aadhaar’ seeks to create a transparent, secure, and efficient land management system in Delhi.
