UPI MDR Rollout Deferred, Bringing Festive Relief
India’s digital payments ecosystem is preparing for a significant change as the National Payments Corporation of India (NPCI) has deferred the implementation of merchant discount rate (MDR) on select Unified Payments Interface (UPI) transactions until after Diwali.
The decision offers temporary relief to merchants and payment companies during the busy festive season.
According to NPCI, the UPI and Services Steering Committee decided to postpone the rollout, with the revised implementation date to be announced separately.
The deferment comes as businesses typically experience higher sales and increased digital payment volumes during the festive period.
Merchant discount rate is a fee paid by merchants to banks and other payment ecosystem participants for processing digital transactions. The proposed MDR applies to select person-to-merchant (P2M) UPI payments.
The UPI Steering Committee had reportedly set the rate at 0.4% for eligible transactions above ₹2,000.
Under this structure, a merchant would pay ₹8 on a ₹2,000 transaction or ₹40 on a ₹10,000 payment, where the proposed rate applies.
However, the deferment means the affected transactions will not face the proposed fee until the revised implementation date.
It does not necessarily mean that all UPI transactions will become chargeable, as the proposed measure covers only specified merchant payments.
For merchants, particularly small retailers and businesses operating on tight margins, the delay provides additional time to prepare for potential payment-processing costs.
It also helps businesses manage expenses during a period when transaction volumes and operational demands usually rise.
Moreover, merchants can continue handling eligible payments without the immediate impact of the proposed MDR.
The deferment may also give industry participants more time to clarify applicable rates, transaction categories and implementation guidelines.
Fintech companies and payment service providers also gain temporary breathing room. Although some companies anticipated additional revenue from MDR, the delay postpones those potential benefits.
This explains why shares of Paytm parent One97 Communications, Pine Labs and One MobiKwik Systems reacted to the announcement.
The deferment offers short-term relief, but uncertainty remains over the final rollout date and implementation details. Meanwhile, payment ecosystem participants must prepare for the revised framework.
The broader challenge is balancing affordable digital payments for merchants with the funding needed to maintain payment infrastructure, cybersecurity, fraud prevention and customer support.
The final policy will determine how these costs are distributed across India’s rapidly expanding digital payments ecosystem.
