People exempted from Delhi's odd-even formula

Delhi Chief Minister Arvind Kejriwal announced the blue print of the odd-even system on December 24. The formula will be implemented from January 1, 2016 in Delhi to combat air pollution which reached dangerous levels in the national capital. The system will be implemented initially for 15 days up to January 15 to evaluate the pros and cons and its effect on pollution.

Delhi government is planning to operate 6000 extra buses for the convenience of passengers to implement the system. More than 19 lakh private four wheelers run in Delhi. Around half of these vehicles will go off roads due to the proposed odd-even system.

Under this system, vehicles that have odd-numbered plates will need to run on odd dates and vehicles with even numbered-plates have to go on even number dates. If anybody violates this, the person needs to pay a penalty of Rs.2,000. This rule is also applicable to vehicles that enter Delhi from other states. Even the CM of Delhi, his ministers and all government officials should follow this rule. However, certain vehicles are exempted from this.

Here is the complete list of vehicles that are excluded from the odd-even formula system.


  1. All two wheelers are exempted from this system.
  2. Electric and hybrid vehicles
  3. CNG vehicles are exempted; but, they need to display the certificate.
  4. Women drivers with a male child under the age of 12.
  5. Emergency vehicles including ambulance, hospital, fire, hearse, prison and enforcement vehicles including vehicles of paramilitary forces, Ministry of Defence, pilot and escort.
  6. Vehicles of the leaders including President, Vice President, Prime Minister, Speaker and Deputy Speaker of Lok Sabha, Deputy Chairman of Rajya Sabha, Lt Governor, Governors of all States, Chief Justice of India, Union Ministers, Leaders of Opposition in Rajya Sabha and Lok Sabha, Chief Ministers of all states except Delhi, judges of Supreme Court and High Court, Lokayukta
  7. Vehicles of differently abled people
  8. Vehicles of SPG protectees
  9. Vehicles bearing diplomatic corps registration numbers
  10. Vehicles of people on way to hospital in case of medical emergency; but, they should carry proof
