SC asks to decide on common movement policy in NCR

While the country is restoring economic activities in a phased manner after the lockdown of over two months, some states are still in dilemma to open up their borders.

In this situation, the Supreme Court directed the governments of Delhi, Uttar Pradesh, and Haryana to decide a common movement policy within a week on the border issue. 

The apex court asked the officials of these states to conduct a meeting to solve the border issue. 

They should decide on allowing inter-state transportation in that meeting. The court gave them a week to take a final call on this matter. 


Rohit Bhalla, a Gurugram resident filed a petition in the Supreme Court challenging the decision of these three state governments to seal their borders. 

The petitioner argued that sealing borders is causing many difficulties for people who want to travel to the national capital for emergency needs. Furthermore, it is an unconstitutional and violation against the right to travel under Article 19. 

Currently, only essential service providers and people who have passes for their journey have been allowed. The security personnel are allowing only these vehicles to move on the Delhi-Noida Direct (DND) flyway and Delhi-Gurugram border.

As a result, other people who have emergency needs cannot visit the national capital. 

Earlier in this week, the Delhi Chief Minister Arvind Kejriwal announced that the borders of the national capital with both Uttar Pradesh and Haryana will remain sealed for a week.

While announcing, he said that opening up the borders can increase the human flow to Delhi. Several people from other parts of the country will visit Delhi for their medical needs. Hospitals will be occupied by them which in turn cause troubles for the treatment of COVID-19 patients. 

He appealed for the suggestions of the people on this matter. Delhiites can send their suggestions either by mail or on WhatsApp.
