Maharashtra to identify out of school children

In a first of its kind survey, Maharashtra is conducting a survey to identify the out of school children. Children known so are given Aadhar cards and registered at school, with their attending being tracked by the state.

Hindustan Times had reported on April fifteen that the state school education department was aiming to take this step to bring down the quantity of kids who qualify as ‘out-of-school’, as stipulated by the right to Education Act (2009). A government resolution saying the same was issued on Wednesday.

Children aged between six and fourteen who haven’t been registered in a school or have dropped out before finishing their educational activity or have remained absent from school for over thirty days are considered out-of-school, expressed the resolution.This exercise will be administered on the scale of an election drive or pulse polio drive,” aforementioned Nand Kumar, principal secretary at the school education department.

The survey can involve civic and district officers, and social staff going door-to-door in slums to count the quantity of kids who aren’t going to school. Each official has a target of covering one hundred homes each day.


Surveyors also will visit brick kilns, factories, red light areas, at the side of public places, like railway stations, bus stands and marketplaces to spot free youngsters. On finding such a toddler, the surveyor can ink one of their fingers to avoid repetition and therefore the child’s details will be recorded.
